Directive 2014/30/EU Electromagnetic Compatibility (EMC)
Electromagnetic interference occurs during the operation of any electronic and electrical equipment and devices. At the same time, the ability of the equipment to adequately respond to electromagnetic phenomena, ensuring stable operation of the equipment in an electromagnetic field, is important.
Manufacturers planning to export their products to the European market should take into account that electrical equipment and electrical appliances must undergo a conformity assessment in accordance with Directive 2014/30/EU on electromagnetic compatibility.
Only full compliance with the requirements of Directive 2014/30/EU gives the right to CE marking, release and free circulation on the European market of electrical equipment.
About Directive 2014/30 EU
The purpose of Directive 2014/30/EU of 26 February 2014, adopted to replace Directive 2004/108/EC, is to establish harmonised standards in the field of technical regulation of electromagnetic compatibility of equipment in EU countries and to reduce trade barriers.
According to the Directive, electrical appliances and electrical equipment must be designed, manufactured and installed in such a way that their operation does not create electromagnetic interference capable of disrupting the operation of other electrical equipment or create the ability to operate normally in an electromagnetic environment.
This Directive does not establish any specific values for the permissible level of electromagnetic interference, they are established by harmonised standards.
Compliance with the requirements of the Directive is mandatory for all market participants: the manufacturer, importer and distributor, who must ensure that the equipment complies with European legislation at every stage.
Scope of 2014/30/EU
Directive 2014/30/EU applies to almost all electrical appliances and equipment that may cause electromagnetic interference. However, there is no clear list of products that fall within the scope of the directive.
Directive 2014/30/EU does not apply to:
- equipment covered by the Radio Equipment Safety Directive 2014/53/EU;
- aviation equipment and spare parts for it;
- electrical equipment used by radio amateurs;
- equipment that does not emit insignificant electromagnetic radiation and is not capable of affecting the operation of radio and telecommunications equipment;
- equipment used for scientific purposes.
Requirements of Directive 2014/30/EU
Electrical equipment must comply with the essential requirements set out in Annex I of the directive, relating to the design, manufacture, installation and adjustment of the equipment.
Before placing the product on the European market, the manufacturer is obliged to draw up technical documentation (technical file), including operating instructions, and to carry out a procedure for assessing its conformity with the requirements of the Directive.
Declaration of Conformity
This is a statement by the manufacturer that the product has passed the assessment procedure and meets the requirements of European harmonized legislation. In the event that the manufacturer is not a resident of one of the EU countries, the declaration should be made by an authorized representative of an EU resident.
The declaration of conformity must contain the following information:
- equipment name and model;
- name and full address of the manufacturer and his authorized representative in the EU;
- a list of directives, harmonized norms and standards applied to the equipment;
- place and date of adoption of the Declaration.
After successfully completing the conformity assessment procedure, a Declaration is drawn up and the manufacturer is obliged to affix the CE marking to the manufactured equipment.
The Declaration and technical documentation are kept by the manufacturer or authorized representative for 10 years after the product has been placed on the market.
Certificate of Conformity
A certificate is a document issued by a third (independent) party, a European certification body, which confirms the compliance of products with certain norms and standards. Holders of such a certificate have the following advantages:
- trust on the part of customs, and accordingly faster customs clearance;
- consumer confidence in product quality;
- improving the image of the manufacturer, which in turn creates the opportunity to reach large buyers in Ukraine.
Technical documentation
To demonstrate the conformity of electrical equipment with Directive 2014/30/EU, the manufacturer must draw up technical documentation. It must include an appropriate analysis and assessment of the risks. The technical documentation must set out the applicable requirements and cover the design, manufacture and operation of the electrical equipment.
The technical documentation must include the following:
- general description of the equipment;
- conceptual design, technological drawings and diagrams of components, subassemblies, electrical diagrams, etc.;
- descriptions and explanations of drawings and diagrams and operation of equipment;
- list of harmonised standards applied in full or in part;
- results of design calculations carried out, inspections carried out, etc.;
- test reports.
Rules and conditions of application CE marking
The marking shall be affixed to each product sample or to its data plate before it is placed on the market.
The marking shall be clearly visible, legible and indelible.
In the event that the equipment is applied CE marking impossible, the marking must be placed on the packaging or accompanying documents.
Other information must also be marked on the product, which may vary depending on the requirements of specific standards. However, the following information must be indicated: manufacturer's name, brand, country of manufacture, contact address and telephone number of the manufacturer, its contact center or its representative, CE mark. It is important that this information corresponds to that indicated in the declaration of conformity.
